Joseph Kony’s Lord's Resistance Army is a violent rebel group. For 25 years it has terrorized civilians – murdering, raping, and conscripting child soldiers – in East and Central Africa. Last fall, President Obama deployed 100 U.S. military advisors to assist efforts to end the brutal reign of Joseph Kony's Lord’s Resistance Army.

Dear President Obama,

Thank you for your recent decision to keep the U.S. military advisors deployed in Central and East Africa in support of efforts to stop the LRA. The advisors are making some progress, and their continued deployment is essential to ending this crisis. However, more is needed from your administration to make them successful in helping to capture the LRA’s senior leaders, protect civilians, and encourage LRA combatants to leave the group. In order for the advisors to succeed, I strongly urge you to immediately work to address five major obstacles:

1)    Broker agreements between Uganda and Congo, the Central African Republic, and South Sudan to ensure that the forces have full access wherever the LRA operates;

2)    Secure more capable and committed troops, including special forces, from an African country;

3)    Provide enhanced intelligence support;

4)    Provide logistical assistance and obtain additional support from European countries; and

5)    Maximize opportunities to encourage LRA combatants to defect, including funding radio programming and engaging with LRA commanders.

Finally, ending the LRA will require a robust surge over the next several months. I urge you to expand U.S. engagement and reach out to our African and European allies to secure their partnership.
